Job Title: Project Development Manager - Civil Engineering | Road Newtork - largely covering Western Sydney Region 
Location: Parramatta 4 Parramatta Sq
Start Date: ASAP, pending checks
End Date: 30-06-2025 (possibility of extension)
Pay Rate to candidate: $900- $1100 per day + Super
Office days: Tuesday and Thursday in Office - rest remote working | Rarely have to go to site


Primary purpose of the role

The role is responsible for leading the project initiation and delivery of investigations, detailed scoping, assessment of user requirements, project consultation and the environmental assessment of highly complex major infrastructure projects to ensure high-quality project development and effective delivery of projects.

Key accountabilities

  • Manage the delivery of detailed project scoping and project development activities to network solutions to ensure all solutions are considered to meet outcomes including operational, technology, policy and infrastructure solutions
  • Deliver detailed project development briefs, review project development briefs within the branch, when required, and monitor the quality of design and work by professional service contractors or internal service providers to ensure designs, investigations and reports meet agreed criteria, benefits and user requirements.
  • Develop and implement high profile community engagement plans and manage stakeholder meetings effectively, ensuring appropriate contribution from other project staff to enable effective consultation in the development phase of projects, and represent Government Department to affected communities and stakeholders.
  • Oversee development of business cases, preparation of funding proposals, project plans, budget estimates, risk management, design, project variation requests, status reporting, and responses to ministerial inquiries, high-level reports and briefing notes to meet Government requirements.
  • Manage and co-ordinate environmental impacts assessments to ensure compliance with the relevant legislation. Provide high-level expert advice on major development projects to ensure clients, stakeholders and Project Development staff understand project details and limitations.
  • Build strong relationships with internal and external stakeholders to ensure expectations are being met, including initial project scoping and the development of forward programs.
  • Assist senior management in meeting Government Department requirements by providing evidence-based submissions for each approval gate in the project development lifecycle.

Key challenges
  • Managing client expectations effectively to ensure project management and management system requirements are met and project deadlines and milestones are delivered to the required standards and within budget.
  • Managing effective community consultation activities to ensure that project impacts and outcomes are articulated accurately to enable continuous connection with customer, community and business goals and priorities.
  • Adapting to the challenges and changing environment associated with NSW Government Assurance processes and other related processes.
Key knowledge and experience

  • Broad experience in managing the development of major infrastructure projects and ability to establish effective teams of multi-disciplinary professional and technical staff.
  • Demonstrated ability to develop scope of works, and leading the development of strategic designs, including options analysis, and environmental assessments and development of business cases
  • approvals in a complex organisation.
  • Experience with roads and traffic

Essential requirements
  • Tertiary qualifications in civil engineering, project management or related discipline.
