The Capability Specialist will play a crucial role in supporting the creation and execution of Government Department capability and development plans. This role will drive the delivery of initiatives that align with the organization’s culture, emphasize best practices, and focus on continuous improvement to strengthen a collaborative, growth-oriented, and high-performing work environment. The Capability Specialist will coordinate all capability delivery projects, overseeing program development, scheduling, internal facilitator support, vendor management, system optimization, and ensuring standardized practices across Government Department. The role combines strategic planning, project management, facilitation, consulting, and performance measurement to enhance organizational capability.


Key Responsibilities:

1. Strategy Development & Implementation:
  • Lead the design and execution of the capability development strategy, ensuring alignment with organizational goals and the integration of the 70:20:10 learning framework (experiential, social, and formal learning).
  • Collaborate with business leaders to ensure that the strategy remains adaptive to evolving customer needs and supports the growth of customer-centric behaviours.
2. Project & Program Management:
  • Contribute to the development of detailed project plans, ensuring appropriate resource allocation and working with design teams to meet objectives.
  • Oversee scheduling, risk management, and effective communication with stakeholders, including business leaders and People & Culture (P&C) teams, to ensure seamless delivery of initiatives.
3. Facilitation & Coaching:
  • Facilitate or co-facilitate training programs, including onboarding and capability development initiatives.
  • Provide guidance and support to internal facilitators, helping them to build their skills in program delivery and enhancing team capabilities through mentoring and coaching.
4. Collaboration & Supplier Management
  • Work closely with external vendors and suppliers to ensure that all training and development activities are relevant, effective, and aligned with business needs.
  • Foster strong partnerships with external consultants to continually improve the learner experience and achieve desired outcomes.
5. Performance Measurement & Continuous Improvement:
  • Implement systems to track the effectiveness of capability initiatives, measuring learner progress and organizational impact.
  • Analyse capability gaps and provide actionable insights to inform the ongoing development of future strategies.
6. Stakeholder Management & Reporting:
  • Serve as a trusted advisor to the P&C team, providing recommendations on the most effective methodologies, tools, and suppliers to address specific needs across various functions and service lines.
  • Maintain accurate records of agreements, program results, and vendor contracts to ensure compliance and alignment with organizational goals.
7. Culture & Leadership:
  • Embody and promote Government Department core values and leadership expectations in all activities, fostering a culture of continuous improvement.
  • Identify opportunities to simplify complex processes and deliver improved outcomes for the organization and its people.
Key Interactions:
  • Internal: Head of Professional Standards and Technical Capability, Business Leaders, P&C team members, internal communications, and the brand team.
  • External: Industry professionals, consultants, and training vendors.
Management Responsibility:
  • No direct or indirect reports
Qualifications & Experience:
  • Proven experience in learning and development, organizational capability, or similar roles
  • Strong project management skills with the ability to handle multiple priorities and deliver complex initiatives.
  • In-depth knowledge of capability frameworks, including 70:20:10 methodology, and the ability to integrate them effectively into development strategies.
  • Excellent communication, stakeholder management, and facilitation skills.
  • Ability to analyse performance data and translate insights into actionable improvement strategies.
